Two‑year programme which aims to:
• Produce qualified mujtahids;
• Form a national body of mujtahids capable of issuing both classical and contemporary fatwa.
Shaikh Professor Abdullah Aljudai has described the programme as: 'This program is not a fatwa-training course in the literal sense. This program is not merely for issuing fatwas. Rather, if you wished to describe it, you could say that it is an elevation beyond the conventional notion of iftāʾ — beyond the traditional form commonly current among people — elevating it toward ijtihād in its comprehensive sense: meaning, ijtihād founded upon principles and legal maxims. Today, every expression such as ‘iftāʾ,’ ‘muftī,’ ‘so-and-so is a muftī,’ and the like, has become a weakened, diluted, fragile term. Because this word may give a person the impression of possessing the rank of ijtihād when in fact he is not a mujtahid. Therefore, we say: this is not merely elevating the muftī to the rank of the jurist-mujtahid. Rather, the opposite is true: the muftī who is already engaged in fatwa work fundamentally needs to enter a program such as this course'.
Specifically designed to develop their capacity for ijtihad. First year will be a combination of detailed explanation of the foundational syllabus with practical application. This is supported by focused independent study, presentations in class, and appropriate guidance aligned with the programme’s goals. Students study a wide range of texts and chapters, both on their own and under the direct supervision of the Shaikh. In the second year, there will be focus more deeply on the practical application and real‑world study of legal issues, with greater emphasis on research methods, how to approach and issue rulings, the implementation of ijtihād, and understanding the context required for sound reasoning. By the end of the programme, successful students become eligible for membership in the National Fiqh Assembly. Throughout the programme, students study thousands of legal rulings drawn from the rich heritage of Islamic Civilisation and the experience of earlier mujtahids. They also examine rulings relating to contemporary issues from the past century, and review fatwas issued in the UK — those correctly framed as well as those that were not. They gain a comprehensive knowledge of the work of fiqh councils across Europe, North America, Africa, Asia, Australia and beyond, ultimately acquiring a broad and deep understanding of both classical and modern jurisprudence, together with the ability to derive rulings directly from their sources according to the established methods of qualified Mujtahids.
Vision: The vision of this programme goes beyond mere instruction; it aims to establish a firm and enduring foundation in the UK and wider West. Its purpose is to form a council for issuing rulings that is consistent, cohesive and deeply knowledgeable, which over time develops the capacity to address new and emerging issues. It will serve as a main reference for Muslims in the country and their scholars, and in due course other qualified scholars may join it, forming the nucleus of this lasting work.
